How to activate Skype for business channel



I am writing for how to how activate Skype for business channel with my bot.



my Azure account is definitely Global admin account:

however, when I try to activate it, it prompts me that remote name could not be resolved, after I execute the cmd “Import-PSSession (New-CsOnlineSession -Credential (Get-Credential))”
